Have you looked at potentially signing up with a WISP in your area, or
perhaps setting up your own PTP link from somewhere "in town" that you
can obtain service from a wired ISP (e.g. cable or DSL).
If you have to go and set it up on your own, I don't know how difficult
(in terms of red tape) or expensive (in terms of setting up towers /
leasing space) it would be ... but it might work out to be less
headache-inducing than dealing with the shortcomings of your satellite
provider.
