So this just seems to be matter or missing PK privileges, in this case
using concolekit is the better alternative. The default upower policies
[1], do grant everyone who is locally logged in, the privilege to
suspend or hibernate.

What you (the wiki) is doing, is overriding those default policies.
As said, I would suggest using consolekit instead, but if you are going
the way of overriding the policy with a static group membership, use
(the exisiting) group powerdev instead.
