They are not part of the same country, we are four countries,  and we do not 
all speak the same version of English.  Yes, many people say British English, 
but many people talk of British justice/British law.  The fact that people 
say it does not mean that it is so, merely that most people know nothing 
about the legal systems in each of the constituent parts of the United 
Kingdom.  Wales comes under English law (poor thing!), but Scotland and 
Northern Ireland have their own legal systems, which differ from each other 
and from the English.

I understand American English.  I usually do not understand Scottish English 
or Irish English.  Welsh English I can usually (but not always) understand.

So no, I no more speak the same language as the other countries in the United 
Kingdom than I share a legal system with them.
