The installer is built from special packages called udebs. They contain
everything which is required to set up a network connection. For
example, there is a udeb to configure a WPA connection. The instructions
you cite are for an already intalled and running system. Very nicely,
d-i it will get the .deb packages for you when you get to its installing
software part.
