Please, people... when you cite any document/source that you've found on 
Internet also put the link you are referring to, so we can check ;-)

That will depend on what is your current system (stable, testing, 
oldstable...) and what KDE version you want to install, but I would start 
by reading here:

AFAICT, the default desktop pattern is US English, you will only need the 
corresponding "kde-l10n-XX" language packages to get additional 
localizations.
