Conclusion: FAT mount, UTC and localtime

Nope, it get correctly interpreted by the system. 

Thanks to Dave's solution, problem solved now. Reposting below:

The bug report contains the following work-around, as root run these 
commands:

hwclock --systohc --utc
hwclock --hctosys --utc
