Sorry . According to you , I created my own /etc/rc.local and put my own bootup script in it . But when I reboot my Debian server I don't see my intended startup scripts being effective on my Debian server . Can you please let me know why ?

I don't know, but nothing keeps you from creating it. The default file
looks like this:

#!/bin/sh -e
#
# rc.local
#
# This script is executed at the end of each multiuser runlevel.
# Make sure that the script will "exit 0" on success or any other
# value on error.
#
# In order to enable or disable this script just change the execution
# bits.
#
# By default this script does nothing.

exit 0
