I've read in this thread that X can work without HAL, but is it a run-time choice or a compile-time choice? If it must be compiled with/without HAL than it's not possible to make HAL a recommends. Only if X was compiled without (in this case the Recommends is pointless), but then whose who would like the features would not be able to use them.
