Following up to an article in LWN this topic was recently raised on debian-mentors, please see the thread starting at <http://lists.debian.org/debian-mentors/2009/03/msg00210.html> and the links contained therein for further details. In my view nowadays approx and apt-cacher-ng seem to be the most recommendable solutions among the special-purpose servers (with the latter apparently having some problems in anything older than Squeeze).
