Here is the output with apt-get install (albeit with --download-only. You get

are "Extra", are they newly installed too ?

apt-get --download-only install tomcat5
Reading Package Lists... Done

The following extra packages will be installed:
   axis (1.2.1-2jpp.7.fc7)
   bcel (5.1-10jpp.4.fc7)
[snip]
   xml-commons-apis (1.3.03-0jpp.1.fc7)
   xml-commons-resolver (1.1-1jpp.12)
The following NEW packages will be installed:
   axis (1.2.1-2jpp.7.fc7)
   bcel (5.1-10jpp.4.fc7)
[snip]
   xml-commons-apis (1.3.03-0jpp.1.fc7)
   xml-commons-resolver (1.1-1jpp.12)
0 upgraded, 42 newly installed, 0 removed and 27 not upgraded.

IIRC, "extra" packages are needed-but-not-currently-installed, and "new" is the sum of "extra" plus "need to be upgraded".
