Got the weird window back tonight - it may have something to do with (I
think) my Sylpheed mail reader. At least that's what I was using when I
noticed it.

This is after I enlarged it - when it first appears its very small so I
guess it often goes unnoticed.

It's got me baffled...but that's not very hard!
