No, Debian "ships with" both KDE and Gnome. Both are in the Debian
archive. If you get the net install cd, neither one is actually on the cd.
The core Gnome and KDE packages are both on the first full cd image,
and of course on the first dvd image.

Theoretically, Debian's default DE is Gnome, but it is a very weak
preference, that is easily ignored or overridden.
