I'm don't follow what you're trying to do, but I frequently use rcs for
quick & dirty versioning of individual files, and just use 'ci -l file'.
This creates the initial rcs file and leaves the file there to continue
normal use.  It'll ask for a comment, so you may want to provide that
as well.
