You should definitely slave it to the DVD drive. Copying from CD to DVD
or vice versa should work fine, and reading a CD won't slow down the hd.

I have a laptop (Asus A6 series) with the DVD drive and the HD sharing
the same ide bus (HD is primary master and DVD is primary slave), when
reading/burning a DVD, HD acces is terribly slow (this come from the
fact that when a read command is issued to a IDE device, this device
will claim the bus until the request completes, and as you know CD/DVD
reading is very slow compared to HD).
