If you run a kernel with procfs (e.g. a "normal" Debian kernel) you can
do

echo "4 4 1 7" > /proc/sys/kernel/printk 

to stop low-level messages on the console. If you want this setting to
be applied at boot time you can add the following line to
/etc/sysctl.conf:

kernel.printk = 4 4 1 7

(This line is already present on Etch and Sid and just has to be
 uncommented if desired.)

Another possibility is to edit /etc/init.d/klogd and change the line 

KLOGD=""

to

KLOGD="-c 4"

and then to restart klogd. (This change can be overwritten when the
klogd package is upgraded.)
