That is normal; you need root privileges to start/stop system services.

Create another normal user (with the adduser command) and test if that
user can start X and run gaim. If so then there is a problem in your
regular user's gaim configuration file. That can normally be fixed by
moving the config file out of the way to make gaim recreate the
configuration data from a safe template when it is run again.

If the gaim problem is the same for all users then it might help to
purge and reinstall gaim and gaim-data.
