I've no idea which version of Debian you're using but on my "stable"
box:

I've been using (as a normal user) 'crontab' for a few years and the
edit and list functions do exactly as you say/expect.
$ dpkg -l | grep cron
ii cron 3.0pl1-86 management of regular background
processing
