In short, webmin is a fast moving target. They are constantly updating.
The burden on maintaining a Debian package is quite large. This is
especially true when you consider that the Debian packages were never of
particularly good quality to begin with. Not to knock on the
maintainer, but it was a bear of a package to begin with.
