Here is what you're looking for:
http://packages.debian.org/testing/kde/gtk2-engines-gtk-qt
Not easy to find with the way the original package name is munged.  It
works very nicely from KControl and sets up the GTK theme in such a way
that those apps will retain the Qt them even when running outside of
KDE in, say, IceWM.
