The ISO file is the actual image, and it must be burnt exactly as that.
If you extract the files and burn those as files to the CD, you loose
information as to how to boot the CD.

So, DO NOT extract the files, just burn the file to the CD itself. Nero
can do this, as can other tools, but Windows XP itself can't.
