well it is not that the software in testing and unstable (etch and
sarge) is unstable, it is just that they are running targets, e.g. you
do not have a consistent state where you can say that the software that
you have in the archive at a particular day behaves the same way as the
same package on another day.
most of the software in the archive are marked as stable relaeses by the
upstream authors...but with sarge you have a frozen state with libaries
and programs (except for security updates)...

so generally speaking it (can be) more work to administer a etch system
then a sarge one...and sometimes the users will complain if the version
of the software changes to often (of course it also can be the other way
when it gets a bit to outdatet...)

and the point with conflicts, etc was already pointed out
