I think I may have been mistaken about this.  When at the office, where the only CUPS server in evidence is the one on my laptop (which has a PDF virtual printer as its default and two networked IPP-aware office printers configured) firefox lists the default printer first.  When at home, where I have _another_ CUPS server configured to print to my local printer as default, firefox lists _that_ printer first.  (I have the local CUPS server so that my wife can print from her Mac.)  I'm not quite sure why the CUPS server on my LAN gets priority (although I'm happy that it does) but firefox does seem to observe the CUPS priorities.
