Sure it can.  I just did it a couple of weeks ago.

Note that I did it using the latest Etch daily netinst ISO build,
not Sarge.

Yesterday I installed debian sarge with a netinst cd (from a ide dvdrom) on a sata disk (using the expert26 option, if it matters). The sata disk was recognized with no additional effort.
