Yes, in my case

As far as I can tell, all here is owned by root, no scanner
anywhere. Since I remembered doing something similar before, I had
tried this solution before asking for help, so I had added myself to
the scanner group, logged ut, back again, but nothing, still user can
not use the scanner.
My /proc/bus/usb/devices file shows the following (interesting that it
is length 0, seems to be generated on the spot upon cat request):
