In general, someone suggests a debian forums system every month or so.
The following reasons are normally suggested as to why it is a bad idea.

1) Forums are harder to use than email.

2) It is easier for google to index a mailing list archive than to index a
forum. 

3) There is no reason to belive that phpbb is more secure than mailing
list server. In fact, the opposite could be just as likely

4) Only two of three spams a day get past spamassassin on my system. I
am happy with that result and don't see the need for further anti-spam
measures. 

I can justify all off these reasons if you wish.
