You appear to be confused about Woody and Sarge, stable and testing.
At this time, Woody is stable and Sarge is testing. You can find CDs
that are candidates for a stable release of Sarge, but they are not
stable, they are still underdevelopment. The Debian community expects
that Sarge will soon become the new stable release, but, for now,
Woody is the stable release. Read more about how this naming works at
www.debian.org

To install Sarge, you should download the 'netinstall' CD image and
burn a CD. This will install a basic system that is capable of 
downloading over the internet all the rest of the packages that you
actually need. It is much faster and easier than downloading 16 CDs.
If is also very easy to do. It uses the very latest automation.
