Debian follows the Filesystem Hierarchy Standard (FHS), which you can
find at http://www.debian.org/doc/packaging-manuals/fhs/
That should tell you where things are located.  RedHat, SuSE, and
Mandrake take liberties with where things are installed that are quite
frustrating at times.  That's why Debian is better :)

/opt and /usr/local should be reserved for applications *you* install,
not the system.  That way you don't have to worry about upgrading
something and clobbering your application with a packaged version.
