Procmail

I just added a rule in procmailrc. Mails matching the rule are moved from
/var/mail/masatran to ~/mail/debian-user . But mails not matching the rule
are also moved, from /var/mail/masatran to ~/mail/mbox .

Why are mails not matching the rule being moved?
How can I prevent them from being moved?

    "|exec /usr/bin/procmail"

    MAILDIR=$HOME/mail
