Unfortunately, it is not. I used to get the local IP address something
like 70.xx.xx.xx. After I reinstalled my debain, I saw a plug-in rp-pppoe
in my dsl-provider, which was not there before. I have the same problem
when I try to use Ubuntu linux.

for the no proxy ARP problem, I put "noproxyarp" in the /etc/ppp/options
file, and it's not there now.
