Sorry, that's not the right link ... that's for something related, but
not for a generic DHCP setup.  Don't have the 'right' link handy,
unfortunately ...

One option that has just occurred to me would be to put a host entry for
the MAC address you wish to exclude in your dhcpd.conf, but to dish out
an invalid IP and gateway etc., making the DHCP lease effectively
useless?
