1. Use a host definition for all the hosts you *do* want to allow, one
for each machine except the one to exclude:

host azimuth {
    hardware ethernet 00:ab:cd:12:34:56;
    fixed-address 10.1.1.2;
    default-lease-time 43200;
    max-lease-time 43200;
}
etc.
