I have to say I'm completly baffled as to how initialization files are 
sourced and when.  I'll try to RTFM but it seems extraordinarly baroque.

I'm equally mystified as to how X sources its initialization files.

Fortunately I don't need to grok it.  I would expect the call chain to 
be no more than two-deep, but it seems much more baroque than that.
