This is called "dead keys" and is a feature of X-Window. Gnome has nothing to
do with them.  Do _locate Compose_, choose the Compose file for your locale,
edit it as you feel it and restart the X to enable the changes.

P.S. Compose in /usr/X11R6/lib/X11/locale/en_US.UTF-8/Compose
has room for improvement, AFAIR.
