I think Debian changed the default. Try looking in the
/etc/cups/cupsd.conf, you should need only to uncomment the like
"BrowseAddress @LOCAL" and "BrowseAllow @LOCAL" on the box where the
printers are attached.

P.S. last time i've checked uncommenting the line "BrowseAddress
@LOCAL" didn't was enough, i added instead a line "BrowseAddress
192.168.0.255"...
