I don't know about Firefox, but for Mozilla I put

/* UI fonts */
* {
  font-size: 8pt !important;
  font-family: Tahoma !important;
}

into ~/.mozilla/default/*/chrome/userChrome.css.  Adjust as necessary 
for your case.
