No, it should be /sys/class/ppp/ppp.  In the last ppp directory, there
should be a dev file.  This dev file tells you what the major and minor
number is.   Interesting enough, I don't see any /sys/cdev directory in
my /sys filesystem.

Do you have ppp_generic module loaded?

Also, try upgraded your kernel.  I'm not sure which version of 2.6 got
the ppp device in /sys.  I know the earlier version of 2.6 didn't have
it.
