debian-user traffic isn't reaching me

The entire Page 5 in the archive hasn't gotten to my computer.
I stopped recieving Debian mail on the 13th.

I am using:
   fetchmail 6.2.5 (build from stock ESR tree, forgot to check debian
                    archives)
   exim 3.35-1
   mutt 1.3.28-2.2

I can send mail to my ISP account, and fetch/read it.
I can send main to my local address, and read it.
I can recieve spam.
I can recieve the Java Technology Newsletter.

When I send mail, I get messages like:
    2004-08-17 13:10:32 1BxAHw-0000i2-00 <= stefan@localhost U=stefan P=local S=471 id=20040817201032.GA2727@cox.net
    2004-08-17 13:10:33 1BxAHw-0000i2-00 failed to open database lock file /var/spool/exim/db/wait-remote_smtp.lockfile: Permission denied (euid=8 egid=8)

    2004-08-17 13:10:33 1BxAHw-0000i2-00 Completed
in my /var/log/exim/mainlog

However, /var/spool/exim/db is owned by euid=8 (mail) egid=8 (mail), and
is owner writable.

What got messed up?
