I don't speak Russian, but from what I can work out the question here is that hotkeys (such as copy, paste, etc.) aren't working correctly when using a Russian keyboard layout, but they work ok with an English layout? I don't know what would cause this but if anyone does and they just can't read Cyrillic, feel free to chime in here and help Sergei out. Sergei, I would also recommend you try debian-russian.
