Was this with cupsys-bsd package installed? (Provides a cups compatible
lpr.)

I haven't had any trouble that way.  I did have some app's that
wanted to examine /etc/printcap so I changed cups to use that as its
file (others have made a symlink to its default /etc/printcap.cups IIRC
which is probably less error prone).

Okay. I'm no cups expert, but I'm willing to take a stab at it.

Since it sounds like a permissions problem, is there anything
interesting in the cups/access.log or cups/error.log ?

Not familiar with Fedora, and I assume you've tried cups lists also for
more help?
