COM3, ok, that's ttyS2 in Linux-speak.

Looks like wvdial isn't even trying ttyS2, but only ttyS0 and ttyS1.
Check the wvdial man page for how to configure it to use/check ttyS2.

Also check that 'dmesg' *does* show the port ttyS2 correctly.
