The first part is solved: after rebooting it was not working anymore
because I had left the cover open a crack, and didn't notice
it. Booted to xp to see if it was a hardware problem, and
troubleshooting told me that the cover was not closed.

The second part (3 degrees tilt): I haven't figured that out yet.
