You can put make-kpkg options in  ~/.kernel-pkg.conf

For example I have

hastings@twofish ~ 6%  cat ~/.kernel-pkg.conf
maintainer := Nick Hastings
email := hastings@bmail.kek.jp
CC:=gcc-3.2
