The docs for Exim (3.35) seem to suggest that Exim can filter on arbitrary headers, specified as $header_<name>: When writing a filter to save as spam all non-list mail not To: or Cc: me personally, however, I found it seemed to ignore certain "non-standard" headers (unfortunately, I can't remember which).
