Most require that the message not only be "accepted" but actually get
"delivered".  If this were not the case, every server that does recipient
checking after message receipt would be listed as an open-relay (qmail
comes to mind).  With what the OP is describing, all incoming SMTP
connections would be accepted, but instead of normally delivery
(open-relay or otherwise) all deliveries would be piped to /dev/null.
