Actually, it is public domain as it was developed by US government
employees on government time. Those "government forms" are a contract
invented by the authors to prevent you from redistributing the package.

The package would be much more usable if the authors would give up their
dog-in-the-manger attempts to control it and allow the Free Software
community to distribute and work on it.
