I think I have it now.
When loading Woody, I answered yes to the option of
using a ppp conection for Debian security downloads.
This caused the install to create a kernel that loaded
a ppp and cslip driver, which interfererd with my
wvdial (or pon/off) setup.
That was the hint I needed.
