It looks like you are trying to install a version of libkong3 that
requires downgrading to earlier version of kde. By the way, from where
are you getting the libkong3 package; I don't see libkong3 listed in
Debian/GNU. You need to install set of kde pakages consistent with kde
you have installed. If you are really trying to downgrade, look into using
pin-priority 1001 in man apt_preferences or use dpkg option
"--force-downgrade".
In your current situation you could try installing with dpkg option
"--force-depends" or "--force-depend-versions" and then purge libkong3
afterwards. I'm not sure what kind of breakage you will get.
You could also try moving your current /var/lib/dpkg/status to another
file name, and then copying one of backup status that predates your
problem to /var/lib/dpkg/status. Depending on how old the backup of the
status file is, this might result in some inconsistencies with
currently state of your system. Backups are located in /var/backups.
