There was a bug in whiptail that broke modconf for a while in sid, but a
newer version that fixed the bug should have hit sid a few days ago.
Perhaps it's a new one?  Either way, downgrading to the last working one
(0.51.4-1) seemed to be ok, and putting it on hold until the bugs are
resolved should be a good stopgap measure.  If you don't have it
anymore, then you can get it from http://snapshot.debian.net/...it was
in the archive until, say, 3 weeks ago...
