I'd take it one stage further than that.
Content is the purvue of the author. Presentation really ought to be
offloaded to CSS, SSI, or other templating tools (of course, designing
these is then an issue, but that's another story).
I prefer to let a tool handle the basic layout of a site, and not fuss
with that too much, while I provide text and possibly images, perhaps
with markeup, perhaps appearing much the way _this_ email message does,
if using a tool such a TWiki.
