I don't use synaptic, so I can't speak to point 2, but I can offer a few
words on point 1.

In general, when something blows up on me and I can't resolve it, the
first thing I do is visit the offending package's bug page:

http://bugs.debian.org/cgi-bin/pkgreport.cgi?pkg=synaptic

Have a read through the bug reports, and see if there are any
workarounds or fixes for your problem.

Then, if you are convinced you have a repeatable problem, I would
strongly consider filing a bug. If you have the reportbug tool, this is
easy.

Take a look at http://www.debian.org/Bugs/Reporting before reporting a
bug.
